  3. Electronic handcuffs from Wroclaw

A Wroclaw-based company has signed a contract with the Ministry of Justice for the delivery of the so-called electronic handcuffs. The devices constitute the Electronic Monitoring System (EMS) The system provides an alternative to prison sentences. It consists in controlling the behaviour of a convict who stays outside of a prison using special rings (electronic handcuffs) with integrated electronic sub-assemblies. The devices enable verification if the convict acts in compliance with the court-imposed requirements, e.g. is at home or stays away from a specific person.

­"Electronic handcuffs have been used by courts for several years and they enjoy ever greater popularity", said judge Marek Poteralski, the spokesman of the Circuit Court in Wroclaw. "The Electronic Monitoring System is used for people who are conditionally or early released from prison after serving short sentences."

According to the contract with the Ministry of Justice, the Electronic Monitoring System will be developed and provided by the Wroclaw-based company SMT Software together with a consortium of Impel Security Polska (the leader), EBS, and ITM Poland.

­"SMT Software has many years of experience in implementing the most demanding and non-standard projects. As an example, we are developing a comprehensive IT system for the most modern Polish bio- and nanotechnology centre, EIT+, located in Wroclaw; also we are involved in the "Fusion for Energy" global project aimed to build the first thermonuclear reactor in France, which is commonly referred to as "artificial sun", said Sebastian Łękawa, the president of SMT Software.

The value of the contract is PLN 214 million.
